I took the gerrymandering to be a reference to Clu, he seems like a renegade program (who looks like a politician with that perfectly coifed, bouncy hair) who has been taking over the grid in a slow manner, expanding his district more and more which leaves Flynn and programs who don't fall under his command forced to reside outside his district.
